If it can be helped, destroy the stairs and use sheet ropes to gain access to higher levels. For some reason, sleeping in your base with NPCs sometimes causes them to randomly die if they climb stairs in the area.By default there's unique survivors that always spawn in certain locations. I turn that off tho cuz I don't like it. Otherwise the best way I found is just driving around looking for some people wildly fleeing zombies or having a shootout like madmen.
