Ran it down finally and saw how it works. However, I suspect the Vortex extension doesn't know where to find the files to do this with Starfield (and seems to not have an option to manually enter the locations). However, if you already have plugins.txt working and you're on Gamepass then you already have that bink2w64.dll renamed to bink2w64Hooked.dll and the bink2w64.dll in your Starfield folder is the modded one.
