I think the general consensus is that it is 1% of all of the meg spawns on a given server, calculated once per server reboot.*. *I don't have a source for this, but it's the stat that I see quoted the most often during discussions around the Shrouded Ghost. Could very well be completely false/inaccurate. Reply.
