The throttle position doesn't seem to matter. It runs a bit smoother at full throttle but still surges some. When surging if I look at the side of the carburetor I can see the throttle plate fluctuate.

John Deere 112L (Kawasaki FB460V engine) surging. Still using this mower the grandparents bought new in 1985! It started surging last summer at the end of the season so last week I got it out and took the carb off, disassembled/ boiled in lemon juice/ blew out passages with compressed air, and then put it back on.
