If a HN patrol wanders into Drin and gets wrecked, they'll all have 500-1,000 cat bounties. Black Dog and Sand Ninjas get them all the time. It's all part of the game - figuring out where to find your targets and how to bring them in. There are no quest markers. You just have to figure it out.
