Aim for the bottom where the fence is broken and once you break that, the lock will fall off. I only do that on 4 dial locks. Any wall with a 3 dial can be easily opened by just going through the 3 dial combinations. The fence length is fixed. The only way to fix the hole would be to use a barricade. Build another fence next to the gap,with the middle of the new panel straddling the gap. Dayz is a buggy, unfinished game. There are no ways to replace your wall without breaking it and there is no shorter length wall.
