May 24, 2012 · - Go up to where the entrance is to the Thalmor Embassy. - Go to the SW corner of the Embassy's wall and go straight ahead, taking care going down the mountain; you'll come to one of the cobblestone roads - Follow that road down a little ways, and keep looking on your right. It's a heck of a lot easier to do this during the daytime vs. night. I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.
