With just a few skills, you basically cancel everything except Almighty and have the ultimate physical skill. For magic damage personas you have more choices, as no one magic persona is blatantly stronger than the others. Alice is a personal favorite of mine, but others can work as long as they have a good innate magic stat and good resistances (Beelzebub comes to mind). You can give magic personas whatever magic/utility skills you want through fusion.
