People always have this problem every wipe and people never seem to really put their brain cells together to figure out why. Scav games rely on games that PMC's have made. If no one is making games on their PMC's no Scav has a game to join. Scavs directly need PMC's to start the game for them. They cannot join a game that has only Scavs.
