I helped Ingun. Typically you need to help 5 citizens in the major cities (3 in the minor ones) in order to qualify for thanedom in that hold. Usually there's a misc. objective to help you keep track of these things, but iirc Riften's a bit unusual in how it structures its thanedom quest. You also have to buy Honeyside before you can become thane. This is the third of three quests that are required to unlock the option to become Thane of Riften for the Jarl of Riften.
